Image of Francisco OliveraDr. Francisco Olivera, associate professor in the Zachry Department of Civil Engineering at Texas A&M University, was appointed Fellow of the American Society of Civil Engineers (ASCE). A prestigious honor held by fewer than 3.5 percent of ASCE members, ASCE Fellows are identified as having made celebrated contributions and developed creative solutions that change lives around the world.

Since 2007, Olivera has been associate editor of ASCE's Journal of Water Resources Planning and Management and Journal of Hydrologic Engineering. He has been published a number of times in ASCE journals, been a member of ASCE task committees and has actively participated in ASCE's Environmental and Water Resources Institute annual congresses. 

Olivera teaches water resources engineering and geographic information systems (GIS) courses. His area of expertise is in the application of GIS to water resources engineering. He has developed tools for delineating streams and drainage divides based on Digital Elevation Models (DEM), as well as GIS pre- and post-processors for hydrologic, water quality and ocean hydrodynamic models. He is nationally and internationally recognized for his work on GIS and water resources and, as a result, has been invited to give seminars, teach short courses on specific topics in master programs, or conduct training workshops in the United States, Argentina, Brazil, Chile, Finland, Korea, Morocco, Peru, Portugal and Spain.
